Cube offers......and declining/resigning

Hypothetically: A cube offer is made early in the game. The offer is not accepted. Q.: Under what circumstances could the losing player be charged with a gammon or backgammon?

None.

If the value of the cube is at 1 (i.e. at the beginning of the game), and the cube is offered for the first time and declined, it doesn't matter what the board looks like at the time of the offer.

For example, you roll several doubles in a row while your opponent rolls 1-2's (don't laugh, it happens) and pretty soon its pretty obvious that you're going to gammon or backgammon your opponent. That would be a case where you would NOT want to offer the cube. Offering the cube would let them "off the hook" for a single loss.

The trick is figuring out when to offer the cube so that your opponent still thinks they have a shot to win. Otherwise, they'll just roll over and accept the loss at one.
