All your suggestion mention to verify the slow players at the end of the time limit.

Example TC # 4, 33 players, 32 matches to play.

First round 2 months to finish all their games, after 2 weeks all players should have finish at least 8 matches (32/4), after 4 weeks at least 16 matches, after 6 weeks 24 . . .

If this idea sound good than we can find out the penalty to apply.
